Abstract
[This abstract is based on the author's abstract.]The U.S. Army Corps of Engineers implemented Construction Quality Management (CQM) to ensure project quality throughout the construction process. Although contractors have a good deal of latitude as to how they complete the defined scope of work, they must meet the specified quality requirements. The Corps role is one of oversight to verify achievement of the quality requirements. The effectiveness of the CQM system is achieved through the joint effort of the contractor and Corps personnel.
