Abstract
Phase I estimators for the standard deviation control chart should be efficient when there is not contamination and should be resistant to disturbances. Most robust estimators in the literature are robust against either diffuse disturbances or localized disturbances but not both. The authors propose an intuitive algorithm that is robust against both types of disturbance and has better overall performance than existing estimators. They also examine the effect of robust Phase I estimators on the performance of Phase II control charts.
