Andrew "Jack" West, Ph.D., Master Black Belt

Jack West has more than 30 years of experience in managing the quality of design, production and support of military and commercial electronics, including the development, evaluation and operation of ISO-9000 compliant management systems.

As Manager of Internal Assessments for Northrop Grumman Electronic Sensors and Systems Sector in Baltimore, Maryland, he is responsible for the evaluation and assessment of all management system processes performed by nearly 10,000 employees. These systems include program management, design, operations, procurement, quality and support services. West was also responsible for managing the implementation for, and maintaining, ISO-9000 certification and total quality for the sector.

Also serving as the sector’s internal Master Black Belt, West leads the training, mentoring and consulting of Black Belts selected from other Northrop Grumman facilities (quality and engineering function areas) across the United States for Six Sigma training. His direct project work as a lead Six Sigma Black Belt for Northrop Grumman delivered more than $1.4 million in direct cost savings in a period of nine months.

Among his many accomplishments, West is a Fellow of the American Society for Quality and has served as its National President and Chairman. He is also an alumni member of the Board of Examiners for the Malcolm Baldrige National Quality Award (1993, 1994, 1995, 1996, 1997, 1999). Jack holds a bachelor's degree in chemistry from Marion College, and a master's degree and doctorate in business administration from George Washington University. He has authored and developed numerous articles and presentations on quality and related subjects.
