Abstract

Quality is critical to maintaining competitiveness. Indicators such as first time through and scrap are monitored to measure quality levels. These measurement systems provide one layer of quality improvement. The second, often overlooked layer is the human factor. The process outlined here develops this unmeasured factor of quality improvement. It focuses on workforce development to embrace a quality mindset.
