Question

I once heard it said that a "master painter is a master because he know when to stop painting." In terms of major change efforts, when do you stop? When or how do you knows when you have the most efficient process or system? Anything takes time to work, right? Even Deming thought so with the Plan-To-Do-Check-Act.
