Comments from the chair or ?How Quality Could Have Saved the World?


Could the current economic crises have been avoided by the application of quality techniques? Most definitely.

Let's take two elements from the ASQ Code Of Ethics for starters.


1) Fundamental I. - Being honest and impartial in serving the public, their employers, customers, and clients.

and

2.) Relations With the Public

Article 1 - Hold paramount the safety, health, and welfare of the public in the performance of their professional duties


It does not take a PhD in philosophy to understand that it was a colossus failure in various branches of government and regulatory agencies in not practicing these two basic codes from ASQ which allowed the breaches which created the current economic crisis.


In the recent issue of Quality Progress, two astute quality practitioners analyze how quality principles that are practiced in pharmaceuticals, chemicals, and food processing, machining, molding and electronics industry were nonexistent with a capital N in the finance industry. It appears the high finance people are not the smartest guys in the room.

In the article, Messrs Kumiega and Vliet offer these quality measures of mortgage backed security, which, if they had been adopted, could have stop the crises (quality spill) at the issuing banks rather than spreading and contaminating the known world economy .

They offer, "As with so many other industries the federal government should require national reporting standards on the composition of manufactured investment products. For example, for mortgage?related instruments, required disclosure should include:

* Median credit score of the individuals that have been bundled.
* Standard deviation of the current credit scores of the individuals that comprise the underlying components.
* Range between the 25th and 75th percentile credit score.
* Difference between the minimum and maximum credit score.
* Number of self-employed individuals.
* Difference between the appraised value and the property tax value?


Deming teaches that system problems are management problems. The managers obviously needed incentives to develop systems with fail safes that protect the public economy from shoddy and slipshod products. There is a very simple word for products that are not shoddy and slipshod. It's called QUALITY. Isn't that a novel idea?
