Abstract:The local government of Irving, a city in Texas, received the Texas Award for Performance Excellence in 2011, and the Malcolm Baldrige National Quality Award in 2012. According to the city manager, the city's accomplishments are driven by its annual strategic plan. Its ten-step strategic planning process, which was implemented in 2006, provides the city an opportunity to understand itself through an assessment of its strengths and challenges, to set organizational focus, and to make informed decisions. The strategic planning process begins with an environmental scan and a review of core competencies, mission, vision, and values. Residents, businesses, visitors, and employees provide input on the strategic plan through neighborhood roundtable sessions, town hall meetings, and surveys.
