Abstract:The process of making laws has essentially no quality standards. The lack of quality design (QD) standards means that laws can be introduced with no examination of their goals or likelihood of success. There is no quality assurance (QA) program to remove ineffective laws and no quality improvement (QI) program to make better laws in the future. The introduction of QD, QA and QI into lawmaking would turn lawmaking from a feed-forward control system for producing laws into a problem-solving feedback control system.
