The Three Rivers Workforce Investment Board (TRWIB) in Pittsburgh was formed as a result of the Workforce Investment Act (WIA) of 1998, a federal law that made federally funded workforce development initiatives the sole responsibility of individual organizations.
WIA was created to redesign federal job training programs to make them more demand driven and accountable. The law also requires collaboration and participation among the government organizations that typically run employment and training programs and the region's business communities.
TRWIB was developed as a partnership between the city of Pittsburgh and Allegheny County to address regional issues related to developing a world-class area workforce. The organization represents a number of first …
