At the International Conference on Quality Control held in Tokyo (October 1987) I presented a report on "Company-Wide Quality Control in Italy: 5 years of experience". In this paper I reported on the development of Total Quality in Italy and the experience of my consulting firm in this field. In the paper presented in Tokyo I stated that my company was still at an experimental stage in the application of Management by Policy and Quality Function Deployment.
In the last three years we have overcome this experimental stage. Here are the names of some of the largest Italian manufacturing companies which have applied Policy Deployment with our assistance: Fiat Auto, Philips Italy, Gate, an affiliated company of United Technologies. We have applied Quality Function Deployment in an affiliated company of Olivetti, Ire Ignis - an Italian home-appliance company woned by Whirlpool - and Snia Fibre - a large synthetic yarn manufacturer.
The objective of may present paper is to show that Japanese approaches and techniques can be successfully applied by Italian companies. Extremely good results can be achieved especially when effective tools are utilized. In this report I will illustrate the application of Cedac System (Cause-Effect Diagram with Additional Cards) for Policy Deployment and its advantages.Regarding the application of QFD I will report on our experience in the organizing of an effective team and defining the steps to be implemented.
