Article Abstract

Interest in community-based quality efforts is growing rapidly in this country. Many communities have found that starting a network of "excellence councils" enhances quality improvement efforts and education. These networks have realized the benefits of sharing their experiences with each other, and especially with those interested in starting their own organizations. This paper describes the evolution of the quality movement in Madison, Wisconsin, and addresses what it takes to start a quality improvement network or similar organizations.
