Article Abstract

[This abstract is based on the authors' abstract.]Nokia Networks established a research and development site in Hangzhou, China in January 2002 to develop software for telecommunication networks. Since then, the site has made an inspection improvement journey that resulted in many improvements, but also with many setbacks. The story of this journey is related in chronological order so as to describe the implementation of the improvements as it really occurred, as well as the mistakes that were made along the way.
