Article Abstract

Human Resource Development and Management is Category 5 in the 1997 criteria of the Malcolm Baldrige National Quality Award. As the fifth of seven installments on the Baldrige criteria, this article notes the relationships among work systems, employee development systems, and employee support systems. Leadership must be well integrated with human resource development and management. Leadership will provide managers and employees with knowledge and skills for operating in their evolving work systems. Human resource development and management also must be tied in with organizational strategic planning, so that the direction set out for the organization's people is aligned with other aspects of the business. Element 5.1 is Work Systems, which covers both job design and work design. The former deals with assigning authorities, responsibilities, and tasks, while the latter refers to the bringing together of jobs that perform work. Work and jobs should be integrated and supported by systems of compensation and recognition. Element 5.2, Employee Education, Training, and Development, covers such matters as meeting the needs of internal customers and effective delivering and reinforcing of education and training. Element 5.3 is Employee Well-Being and Satisfaction. It focuses on a safe and healthful work environment as well as the motivation of employees. This article includes an excerpt from Criteria for Performance Excellence, covering elements 5.1, 5.2, and 5.3.
