Article Abstract

The purpose of this article is to describe a model for setting strategic objectives in a police department. The model uses the missing statement, values and beliefs, departmental and environmental factors, crises, technology, and processes which affect stakeholders to establish strategic objectives. An extensive case study is presented to illustrate the model.
