Article Abstract

The Orange County, CA, coroner's division has retooled its data system to improve eight quality characteristics: correctness, efficiency, flexibility, integrity, interoperability, reliability, survivability, and usability. The improvement initiative has been needed because of the increasing number of investigations as well as increases in the amount and complexity of data collected in each investigation. Heightened control of both physical and conceptual data is the goal of a three-block quality improvement system. Block 1 addresses all quality characteristics listed above by modernizing the organization of John and Jane Doe case files. The new database runs on a standalone personal computer using software such as: Access, Windows for Workgroups, Winfax Pro, and Word for Windows. Database fields include age, date, gender, hair and eye color, height, jewelry, location, scars, and tattoos. The database also includes artist sketches, thumb prints, and dental charts. Compared to the original retrieval system, the new Block 1 system has reduced the querying of ten thousand records from as long as 42 minutes to less than two minutes. Block 2 will involve import of the database into Microsoft SQL Server and thus permit more flexible searching and report generation. Block 3 will improve networking and auditing capabilities and will use bar-coding, scanning, and portable data collection technology.
