Baldrige Assessment and Organizational Learning: The Need for Change Management

Summary: [This abstract is based on the authors' abstract.]

Although use of the Malcolm Baldrige Award Criteria for Performance Excellence as a basis for self-assessment is widespread and typically results in improvements to the managerial process, the criteria do not explicitly address how the organization manages such a change. A process change management model is proposed that can be derived from the framework of the Baldrige criteria. The model parallels the Baldrige strategic change model and refines the criteria notion of learning by linking the exchange of information between the organizational performance review item and diagnostic self-assessment activities. Suggestions are made on how the organizational performance review in the criteria can be expanded to incorporate change management as an explicit area.
