Recommendations for Excellence in Government during a Time of Cutbacks
Abstract: Many political solutions have been tried to reduce the size of government in past years, and many have failed. One primary reason is that reductions have focused on political issues rather than system management. An appropriate focus on system management looks at scope and results, empowers work across existing boundaries, creates entrepreneurial behavior by mid-managers, and resolves the fear for those who are committed to making change. The presenter offers eight quality-based principles for implementation by government leaders and policy makers who are committed to cutting costs while improving effectiveness.
