ASQ - Energy and Environmental Division

Gary Johnson, currently serving the Energy and Environmental Division (EED) as a member-at-large of the Executive Committee and as the government correspondent for QEHS Zine, is one of 27 new Fellows recently elected by the American Society for Quality. Gary's citation reads in part:

In recognition of outstanding leadership in advancing quality principles in a regulatory environment; for his development of internal processes and national standards and his tireless efforts to communicate their benefits to an international audience; and for his chairing and participating in over a dozen ASQ national and local conferences.

During his tenure as EED chair, 1997–1999, Gary assisted the division in developing the environmental scope and was diligent in recruiting key people with in-depth knowledge in environmental quality. He has been the prime force behind the division's annual national conferences on environmental quality for the past 10 years, chairing over half of them and developing the program as a co-chair on the remaining ones. Gary has also served the EED in a Number of volunteer and appointed leadership positions. He currently serves the Division Affairs Council as a group facilitator for five ASQ divisions and interest groups and actively champions EED and division issues at the society (ASQ) level.

In addition, Gary was the inspiration and subject-matter expert on the development of the ANSI/ASQC E4:1994 quality management system standard for environmental programs*, which has been adopted by the U.S. Environmental Protection Agency as the basis for its quality system. He also participated as a representative of EED on the U.S. Technical Advisory Group to ISO/Technical Committee 207, Environmental Management, almost from its inception. He has been a voting member and contributed substantially to the development of the ISO 14001 Environmental Management System (EMS) standard and related standards. Most recently, he has served as U.S. Expert to the Joint Working Group on ISO 19011, a new Quality Management System (QMS) and EMS auditing standard, which is expected to be approved and published this summer. In addition, he represents EPA on TAG176 on quality management, on the Auditor Certification Board of the Registrar Accreditation Board (RAB), and as Liaison to the ANSI-RAB EMS Council.

Gary has worked for the U.S. EPA in the quality field since 1981. In various positions in EPA, he has been instrumental in designing the current structure for the agency's quality system, which embodies proven quality principles utilizing a graded approach and a plan-do-check-act process. He holds a Bachelor of Science degree in nuclear engineering from North Carolina State University.
