Maj. Gen. Arthur J. Rooney, Jr. is vice commander of the Electronic Systems Center at Hanscom Air Force Base in Massachusetts. The center’s mission is to acquire command-and-control, intelligence, surveillance and reconnaissance systems for the U.S. Air Force. The organization includes more than 12,000 people working at six sites throughout the United States. The men and women of ESC manage more than $3 billion in programs annually in support of the Air Force, as well as joint and coalition forces.
Rooney was born in Charleston, South Carolina and is a distinguished graduate of the ROTC program at Baptist College in Charleston. He has held assignments in the maintenance, logistics and programming fields at squadron, wing, major command, Air Force headquarters and Joint Staff levels. He also has served in four command assignments, including two as squadron and group commander in Air Mobility Command, one as a wing commander in Air Education and Training Command and one as commander of the Air Force Security Assistance Center in Air Force Materiel Command.
